Development of a qualification and further training program for the steel industry in line with the current requirements of the changing industry.

With the InnoVET PLUS project The aim is to create an innovative qualification offer that is geared to the current needs of the steel industry and helps to train and further educate highly qualified specialists. By designing, implementing and testing an innovative and agile educational concept to impart key skills for the production of green steel, the gap between current needs and shortages in the steel industry is to be closed. It is therefore of central importance to provide targeted further training for existing workers and to prepare them for future industry developments, as well as to recruit and qualify new specialists for this promising technology. The educational concept to be developed aims to overcome these challenges through high-quality, individualized educational offers and thus not only address the shortage of skilled workers, but also strengthen the economic competitiveness and attractiveness of the region in the long term.

The overall aim of the project is therefore to make the region and steel industry sustainable and to consolidate their positions with regard to innovative industrial technologies.

Our role in the project

Within the joint project, the institute, as an application- and practice-oriented research institute with a focus on digitalization and sustainability, is responsible for coordinating the project. With its expertise in the areas of digital learning, new work, and digital transformation, the August-Wilhelm Scheer Institute the central result of the project: the conception and development of the intelligent escort system.

Goal: Development of a training and further education concept for steel and green steel production that takes individual competency profiles into account and covers future requirements.

Work steps:

  • Definition of competency profiles for target occupations.
  • Creation of a competency catalogue for current and future competency profiles.
  • Definition of qualification levels and further training measures according to the German Qualifications Framework (DQR).
  • Didactic implementation of modular learning elements in a hybrid approach (face-to-face, online, blended learning).
  • Delivered via an AI-based, adaptive learning platform.

Results: A prototype of an intelligent support system that enables individual learning paths and supports professional competence expansion in a flexible and future-oriented manner.

Goal: Development of an AI-based intelligent companion system through an iterative prototyping approach.

Work steps:

  • Conception of a first draft (proof of concept) based on the training profiles, with a focus on adaptive functionality.
  • Development of a prototype with core functions, in particular the automatic adaptation of learning content.
  • Testing the prototype in a defined user group and obtaining feedback.
  • Iterative optimization of the prototype based on the feedback received.
  • Integration of the optimized learning platform into the training context.

Results: An optimized, AI-based learning platform that is adapted to individual learning needs and integrated into the training context.

Goal: Consolidation and transfer of project results for long-term use and dissemination.

Work steps:

  • Transferring the support system into a digital business model, including the development of licensing models for broader use.
  • Involvement of regional and national multipliers through media work and press releases.
  • Use of project results by partners in workshops and events for further dissemination.
  • Presentation at conferences, training and trade fairs.
  • Publication of scientific findings in publications and conference papers.
  • Active presence on social media to reach a wider audience.

Result: The support system will be made available in the long term through a licensing model, while the project results will be disseminated through various channels, such as media relations, trade fairs, publications and social media.

The initial situation

Overview of the need for action

Saarland is strongly influenced by the mining industry and is currently undergoing structural change. The steel industry in particular needs to be reoriented towards green steel production. However, this transformation is being slowed down by a significant shortage of skilled workers. With around 33.600 direct and indirect employees, the steel industry is a key sector in Saarland and its future viability depends largely on the qualifications of its workforce. The need for new skills is great, as existing workers need to be trained for the new requirements and new skilled workers need to be recruited. InnoVET PLUS project This is exactly where it comes in, by developing a targeted qualification and further training concept to train existing and future specialists for green steel production. By testing it in Saarland and transferring it to comparable regions, the concept is to be implemented nationwide in the long term in order to create sustainable, future-proof structures.

Our solution approach in focus

The  InnoVET PLUS project aims to create an innovative qualification offer for the steel industry that addresses current needs and trains and further educates highly qualified specialists for the green steel industry. An agile educational concept is intended to impart key skills in order to close the gap between the need and the shortage of skilled workers. The aim is to make the Saarland region and the steel industry sustainable and future-proof.

  • Recording current competency profiles (actual profiles): Analysis of existing competencies in green steel production to identify training and further education needs.
  • Development of future competency profiles (target profiles): Adaptation to technical, economic and legal developments.
  • Creation of a competency catalogue: Comparison of actual and target profiles for the development of new educational content.
  • Development of an AI-based companion system: Individualization of educational content through hybrid teaching methods.
  • Implementation of the accompanying system: Integration into company training and further education.
  • Evaluation of the educational concept: Analysis of learning success and usability of the support system as well as identification of optimization potential.
  • Transfer of results: Promoting supra-regional exchange and nationwide dissemination of results in teaching and research.

The steel companies benefit from detailed information about existing, missing and future skills, which improves the efficiency of personnel planning. The digital support system enables learners to differentiate themselves through additional qualifications, expand their professional expertise and secure their competitiveness in the changing steel industry.
